RTI Complaint and Appeal


In May 2005, the national Right to Information Act 2005 was passed by Parliament. The RTI Act 2005 received Presidential assent on 15 June and came fully into force on 12 October 2005. The RTI Act 2005 covers all Central, State and local government bodies and applies to the State Government of Bihar. The Bihar Government has started implementing the RTI Act 2005. The Bihar Government has issued the Bihar Right to Information Rules, 2006.

Bihar is one of the first states to accept this right to information applications on phone, inaugurated by the chief minister of Bihar named as ’Jankari’ call centre on 29 January 2007. The objective was to ensure transparency and to expand its reach to villages, where the literacy rate is low.

It is a user friendly ICT (Information and Communications Technology) based facilitation centre to help citizens of Bihar in getting governance related information from public information officers (PIOs) under the Right to Information Act, 2005 (RTI) within stipulated time frame. Use of ICT tools have been widely appreciated by the media and the people because of its user friendly format. It would be very useful for the rural people, who can get information without having to visit the office.
